What’s the difference between a diaper cover and a cloth diaper?

A diaper cover is the waterproof outer layer that goes over an absorbent fitted cloth diaper or prefold cloth diaper.  While a cloth diaper has a pocket in the inner layer to place inserts and keep them in place.
